The successful applicant must possess the ability to deal effectively with a diverse group of people, be extremely organized, have effective written/oral communication skills, be able to meet deadlines and have a good understanding of current construction practices. Must also possess a valid Class D MN driver’s license as travel throughout Otter Tail County is required.
Qualified applicants must have experience in the construction industry either as a contractor or related field. Duties to include: general administration of all City/County rehab programs, developing scope of work, cost estimates, write specifications, coordinate competitive bid process, monitor Davis Bacon wage compliance, awarding of contracts, conduct inspections for code violations and deficiencies relating to health and safety issues, resolve contractor/owner issues, loan closings, process required program paperwork/reports. Grant writing/preparation, working with MHFA housing/rehabilitation programs and CDBG/SCDP grant experience a plus.
Also, experience regarding lead-based paint, radon, Uniform Building Code, historic rehab guidelines and computer skills beneficial.
The preferred candidate for this position would have a combination of 4 years related education and/or demonstrated experience. Additional work related experience can be substituted for education requirement.
